A new mod for Grand Theft Auto V (GTA V) adds 235 Flock automated license plate reader cameras to the game’s fictional city of Los Santos. Players can destroy the cameras for an in-game reward of $600 each.
The mod, called Grand Theft Automated License Plate Reader (GTALPR), was created by New York-based artist and developer Morry Kolman, who goes by the username WTTDOTM. It is available for free on GitHub and GTA5-Mods.com.
How the Mod Works
The mod places 235 working Flock ALPR cameras around Los Santos, which is modeled after Los Angeles. The cameras photograph the player’s vehicle each time they pass through a camera’s field of view.
The cameras also alert the in-game police to the player’s location. If the player commits a crime, the cameras will report them. The mod creates a 1 in 20 chance that a camera will trigger a police chase without any cause, representing Flock’s history of inaccurate reporting.
When destroyed, the cameras drop components that can be collected for $600. This figure is based on a hardware teardown of a Flock Falcon Flex Camera conducted by the Iowa-based civil liberties group Eyes Off Cedar Rapids.
The mod includes a speedrun mode with a stats screen tracking the number of cameras destroyed and the fastest time to destroy 10, 50, or all 235 cameras. Players can also save images captured by the cameras, which mimic Flock’s watermarking.
A Virtual Protest
Kolman said the mod is intended to highlight the pervasiveness of real-world surveillance. ‘Flock is a scourge on America,’ Kolman said in a TikTok video. ‘It’s a private eight billion dollar surveillance company that operates over 100,000 cameras across the country. If you think the 235 in this mod are bad, just understand that that is literally one tenth of the cameras currently installed in LA County, which Los Santos is based on.’

Kolman also addressed the mod’s intent in a statement to Wired. ‘GTPLR is not an endorsement of the activities that it allows in the game in the same way that GTA is not an endorsement of the activities that are allowed in the game,’ he said. ‘But I think there is a public appetite for some kind of cathartic release against these machines.’
In the TikTok video, Kolman added a warning: ‘destroying Flock cameras in real life is illegal and will not, as far as we know, give you a loot box with $600.’
Real-World Backlash
Flock Safety’s automated license plate readers have faced growing opposition across the United States. The cameras use AI to identify alleged crimes and report them to authorities.
Critics have raised concerns about privacy and potential misuse. There are reported cases of police officers using the technology to illegally spy on former romantic partners. Flock cameras have also been used to investigate women seeking abortion services and have led to false arrests.
An NPR analysis found that Flock cameras have been vandalized in at least 36 states. The American Civil Liberties Union has condemned the technology, and the DeFlock project tracks the cameras nationwide.
Latest Status
The GTALPR mod is available for download on GitHub and GTA5-Mods.com. It requires OpenIV and a scripts folder for installation.
The mod’s description includes a disclaimer that it is not affiliated with Flock or Rockstar Games. It also states that destroying Flock cameras in real life is illegal.
As of September 2026, the mod has been covered by outlets including CNET, Polygon, Wired, and Kotaku.
